Aid Priority Urged for Moscow, Not Republics

PARIS — The Soviet Union as a whole should get priority over individual republics in receiving Western aid to support reform, Foreign Minister Roland Dumas said in remarks released here Saturday from an interview with the Soviet news agency Tass.
