World IN BRIEF : ZAMBIA : Lift Emergency, Carter Proposes

Former Presidnt Jimmy Carter ended a three-day pre-election monitoring visit to Zambia and called on President Kenneth D. Kaunda to lift the African nation’s 27-year state of emergency before elections scheduled for Oct. 31. Kuanda has agreed to the first multi-party elections in more than two decades. But Carter said that a continued state of emergency would threaten the people’s freedom in the coming weeks.
