New York Lawyer Named Head of AIDS Project L.A.

A New York lawyer who has long been an advocate for improved AIDS health care will become executive director of AIDS Project Los Angeles, officials of the nonprofit service agency announced Tuesday.

Leonard H. Bloom, who served as health commissioner under former New York Mayor Ed Koch, succeeds Stephen Bennett as chief administrator of the county’s largest community-based AIDS agency. APLA has a $14-million annual budget and provides services to 3,200 people with AIDS. Bloom said his annual salary would be $125,000.

Bloom is a former board member of the Gay Men’s Health Crisis in New York and past chairman of the AIDS Action Council, a Washington-based lobbying firm that represents more than 100 community agencies. Bennett, who is credited with reversing the financial fortunes of APLA during his three-year tenure, is returning to private business with his management consulting firm.
