Chevron-Kazakhstan Talks Bogged Down: Talks between the former Soviet republic of Kazakhstan and Chevron Corp. to develop a giant oil field are proceeding “in a difficult way,” and arbitrators may be called in unless agreement is reached within three months, said Kadyr Baikenov, the republic’s deputy prime minister. Baikenov said the republic might call in an independent consultant if talks bog down. Chevron declined to comment.
