Hall Gets a Call: Thomas Hall, managing director of the Old Globe Theatre in San Diego, has been appointed to the California Arts Council by Gov. Pete Wilson, becoming the first member of the council from San Diego in its 20-year history. Hall, 40, said his goal will be to help craft a long-term policy for the arts.
