Study: Japan Is Breaking Chip Pact

SAN JOSE — U.S. semiconductor companies haven’t gained market share in Japan as promised under a renewed trade pact, U.S. executives said Monday during a lobbying trek to Washington that seems bound to arouse further rancor between the two nations.
“We are at the threshold of failure of the 1991 agreement and must act quickly to avoid increased trade friction,” the Semiconductor Industry Assn. said in a 22-page report to President Bush.
The harshly worded report also warned that Japanese companies, suffering from an economic slowdown, might begin “dumping” computer chips, or selling at below production costs, in violation of the trade pact.
