A summary of significant Los Angeles City Hall decisions affecting the Westside in the past week. : CITY COUNCIL
* LIBRARY SITE: Approved spending $109,985 for leasing and remodeling a building at 2400 W. 54th St., the new site of the Angeles Mesa branch library in Ruth Galanter’s district. The branch has been closed since February because it did not meet city earthquake standards.
* APPOINTMENT: Approved the reappointment of Jesse A. Brewer to the Board of Police Commissioners. The new term for the retired Los Angeles assistant police chief ends June 30, 1997. Brewer is president of the five-member board.
* HOLLYWOOD BEAUTIFICATION: Rejected a proposal to paint artistic designs on the streets and sidewalks of Hollywood on Ivar Street from Hollywood Boulevard to Selma Avenue and at Hollywood and Vine Street. However, the council approved part of the proposal allowing landscaping and the construction of decorative ironworks in the area. The majority of the council objected to the cost of the overall project, which was estimated at $175,000. The cost will now be less.
BOARD OF PUBLIC WORKS: How Westside representatives voted on selected issues.
* HILLSIDE DEVELOPMENT: Approved an ordinance restricting development in the hillside areas, including limiting height and requiring the installation of sprinklers. Passed: 13-1. Voting yes: Marvin Braude, Ruth Galanter, Mark Ridley-Thomas, Michael Woo and Zev Yaroslavsky. Voting No: Nate Holden. John Ferraro was absent.
* SETTLEMENT 1: Approved spending $600,000 to settle a lawsuit by the father of a 25-year-old man who was shot and killed by a Los Angeles police officer in 1986. William Joseph Bachwich III was accidentally shot after being stopped on suspicion of a series of burglaries and robberies, according to officials. Bachwich was lying on his back while a police officer held a shotgun to his back. The gun discharged when the officer pulled the trigger rather than a switch to turn on a flashlight that was attached to the weapon, officials said. Passed: 11-0. Voting yes: Braude, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky. Ferraro was absent.
* SETTLEMENT 2: Approved spending $577,374 to settle a lawsuit for negligence brought by a 16-year-old male who was shot in the face by a Los Angeles police officer in 1990. The boy was shot by the officer during a search for trespassers in an abandoned apartment building. Passed: 10-1. Voting yes: Braude, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky. Ferraro was absent.
* SETTLEMENT 3: Approved spending $450,000 to settle a lawsuit by a 25-year-old man who accused police of excessive force and said he was improperly moved after a motorcycle accident in 1986. Michael Carrington said that after the accident, an officer lifted him from the pavement, removed his wallet and then dropped him. Carrington claimed the physical handling by the officer aggravated his condition and rendered him a quadriplegic. Passed: 9-1. Voting yes: Braude, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky. Ferraro was absent.
* REBUILD LOS ANGELES: Approved a proposal requesting that officials make sure there is an equitable distribution of federal and private funds to all areas needing to rebuild after the recent riots. Passed: 13-0. Voting yes: Braude, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky. Ferraro was absent.
