HIGH INTERFACE: U.S. Commerce Secretary Barbara H. Franklin, who took office almost a year ago, will make her first appearance in Orange County this month. . . She will speak Oct. 14 in Irvine before a gathering of business executives and officials from 19 federal agencies that deal with exports. Says a Commerce Department staffer: “She’ll be encouraging more exporting; there will be a lot of high-level interfacing going on.”
