CITY HALL ROUNDUP : Thanks for the honor--now how about a little help with remodeling?

DECREE MANIA: The whereases, whereofs and therefores echoed throughout Manhattan Beach City Hall on Tuesday as the City Council issued three proclamations and presented five certificates of recognition in one night.

The council targeted the first week of October for a flurry of fiats, tapping this weekend as Old Hometown Fair Days, Wednesday as Emergency Nurses Day and the entire week as Fire Prevention Week.

But the highlight of the ceremonies came when the council honored hometown athletes who competed for the gold in Barcelona. Volleyball bronze medalist Steve Timmons, one of five locals applauded for their Olympic efforts, told the council that after traveling the world for 12 years, he is proud to call Manhattan Beach home.

“I’ve got a house I’m remodeling,” Timmons said. “And I know if I have any problems, it’ll just slide right through.”

Side out, Timmons.

OIL SLICK: Trumpeting a major development in careful oil handling, Shell Oil Co. has announced that two years have passed since it has spilled oil into Los Angeles Harbor.

Since mid-June, 1990, more than 2 billion gallons of oil have passed through Shell’s Mormon Island facility and not one drop has hit the water, the company says.

“This record clearly represents a major accomplishment for Shell in its terminal operations at the port,” said Bruce Lyon, manager of Shell’s Carson plant. “Our people have met the challenge to perform their jobs safely and with total dedication and commitment to the environment.”

Maybe Shell could share some trade secrets with the folks at Exxon.

IN THE CLEAR: Did former Hawthorne Councilwoman Ginny Lambert violate the Brown Act by speaking privately with Planning Commission members just a few months before losing the race for mayor in November, 1991?

Did City Atty. Michael Adamson violate conflict-of-interest codes in his investigation of the allegations against her?

And did Lambert threaten to oust Adamson in retaliation for pursuing the investigation?

The Los Angeles County district attorney’s office, which reviewed the charges and countercharges, has finally come up with an answer to these long-burning questions: “ . . . There is insufficient evidence to charge either Lambert or Adamson with a crime.”

The conclusions of Deputy Dist. Atty. Gail Ehrlich are the final chapter in a bitter saga that preoccupied Hawthorne voters in the weeks before last year’s election. Although it is unclear how the controversy affected the election, Lambert and Adamson now say that they knew they eventually would be cleared of any wrongdoing.

“I knew it had to end up that way because I knew I hadn’t violated any laws,” said Lambert, who lost the election by 34 votes to former Councilman Steve Andersen.

Said Adamson: “I never had any doubt that the D.A. would exonerate me, because my investigation was undertaken with their blessing in the first place.”

COMPANY KUDOS: TRW’s Space & Defense Sector in Redondo Beach was one of two companies named 1992 Employer of the Year by the California Governor’s Committee for Employment of Disabled Persons.

The award is given to companies that have shown leadership in encouraging, inspiring and promoting the employment of disabled people. TRW shared the award designated for companies with more than 500 employees with National Medical Enterprises Inc. of Santa Monica.

TRW employee Richard (Nick) G. Nickelson, who provides counseling, job training and job placement for homeless and disabled Vietnam veterans, was also honored by the committee. Nickelson, who became hearing-impaired while serving as a Navy SEAL in Vietnam, received the 1992 Employee of the Year award.

“We have always believed that if given the opportunity, disabled persons can make a valuable contribution to the company,” said Jeffrey P. Wilkens, TRW’s vice president of human resources.

The Carson City Council on Tuesday will consider spending $11,256 to purchase “Big League” trading cards for the 144 patrol deputies assigned to the Los Angeles County sheriff’s station in Carson. A sheriff’s spokesman said each deputy would get 500 cards bearing his or her picture and telephone number. The deputies would give the cards to children in an effort to improve community relations, the spokesman said.
