A SURF-IN: Surfers unhappy with the Koll Co.’s proposal for a 4,800-home development near the Huntington Beach wetlands will take their protest to the water today. At 9 a.m., hundreds of surfers are expected to hold a “paddle-out” protest past the breakwater at the south end of Bolsa Chica State Beach. But once the protest is over, says Surfrider spokeswoman Julie Schulz, “they’ll surf in. You can’t get surfers in the water and not expect them to surf.”
