Microsemi Corp.: The Santa Ana manufacturer of custom semiconductor chips said net earnings for fiscal 1992 declined 38%, to $1.8 million, or 24 cents a share, from $2.9 million, or 38 cents a share, for fiscal 1991. Revenue for the year ended Sept. 27 was up 7%, to $88.7 million from $82.7 million. For the fourth quarter, net income increased 29% from the previous year period, to $413,000, or 5 cents a share, from $319,000, or 5 cents a share. Revenue rose 27%, to $28.9 million from $22.7 million.
