OFFICIAL NOD: Gov. Pete Wilson is expected to proclaim a state of emergency in Orange County today in the aftermath of our devastating storms. . . . The proclamation would make the county eligible for state disaster assistance and permit homeowners to tap low-interest government loans. . . . Officials calculated damages countywide at $9.9 million--and that was even before Monday’s big deluge. Watch for that number to grow.
