A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL MEALS-ON-WHEELS: Approved a proposal allowing voluntary payroll deductions from city employees to go to the Meals-on-Wheels program, which delivers daily meals to about 3,000 homebound senior citizens throughout the city. The program is supported by federal and state funds and supplemented by private contributions. The deduction will allow officials to expand the service to include seniors on a waiting list, as well as make deliveries on holidays and weekends. SENIOR HOUSING: After a lengthy debate, approved a proposal allowing up to 55 apartment units for a planned senior citizen housing complex at 1727-1739 Morton Avenue in Echo Park. Councilman Michael Woo, who represents the area, said the proposal was a compromise between those citizens who wanted a smaller project and the developer, who wanted more units. REWARD: Approved a $10,000 reward for information leading to the arrest of those involved in the disappearance and apparent death of Cheryle Gossett, a 48-year-old mother of three. Gossett disappeared in November, 1992; in December, her arms washed up on beaches in Venice and Marina del Rey. FAMILY FEAST: Approved the temporary closure of the 800 block of Victoria Avenue in the mid-city area from noon to 6 p.m. March 14 for the Windsor Family Feast, an annual block party.

HOW THEY VOTED How Westside representatives voted on selected issues. GUNS: Approved a proposal giving the Los Angeles Unified School District $15,000 to reward students who provide information that leads to the confiscation of guns on campuses. The district will determine the amount of individual rewards. Passed: 10-0. VOTING YES: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden and Zev Yaroslavsky. ABSENT: Mark Ridley-Thomas and Woo. PARKING STRUCTURE: Approved spending $6 million to build a 500-space parking structure on county-owned property at 1644 Butler Ave. in West Los Angeles. The money will come from the parking meter fund for Braude’s district. The structure will serve county and city employees at nearby facilities, including the Municipal Court building, the West Los Angeles Regional Library and the West Los Angeles police substation. Passed: 10-0. VOTING YES: Braude, Ferraro, Galanter, Holden and Yaroslavsky. ABSENT: Ridley-Thomas and Woo. WHISTLE-BLOWERS: Approved a proposal transferring the responsibility of investigating complaints of retaliation against whistle-blowers--employees who report alleged wrongdoings--from the city’s Personnel Department to the city Ethics Commission. Passed: 13-0. VOTING YES: Braude, Ferraro, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky.
