JACK’S CHOPPER: The NOTAR--no tail rotor--is a maverick among helicopters, quieter and less fatiguing to fly. But that’s not why the Huntington Beach Police Department has named its new NOTAR Maverick. . . . The new chopper, which will be christened at ceremonies Thursday, was named in memory of Councilman Jack Kelly, who died recently. Kelly made his fame and started his fortune as Brett’s brother Bart on the old “Maverick” TV series.
