NO GANG BAN: It may have worked in San Fernando but it didn’t fly in Los Angeles. . . . San Fernando’s ban of gang members from a violence-plagued park was cited by Councilman Ernani Bernardi, who suggested a law barring gang members from all L. A. parks, beaches and playgrounds.
