NO GANG BAN: It may have worked in San Fernando but it didn’t fly in Los Angeles. . . . San Fernando’s ban of gang members from a violence-plagued park was cited by Councilman Ernani Bernardi, who suggested a law barring gang members from all L. A. parks, beaches and playgrounds. But police said that the proposal could not be enforced and other council members called it too restrictive and constitutionally suspect (B1).
