BOOKS AND CARS: Studio City moved closer to getting its first public parking lot--a pressing need, according to merchants--and a bigger library. The L. A. City Council approved spending $5.5 million on the projects. . . . That won’t be enough, but Councilman Zev Yaroslavsky had to reduce his money request in a budget compromise with Mayor Bradley. Yaroslavsky says he will find some other source for the missing $2.2 million (B14).
