BANKERS INDICTED: Almost 3 1/2 years after regulators shut down a Thousand Oaks bank, two men who operated it were indicted by a federal grand jury (B1). One of them, Olen B. Phillips, still owes Ventura County $431,000 for his defense in an unrelated fraud trial last year. A judge ordered the airline pilot to pay $2,000 monthly, but the county has yet to see a dime and was recently notified that Phillips is filing for bankruptcy.
