Thomas Spiegel Loses Appeal: The ex-Columbia Savings & Loan chief lost his battle to use part of his assets frozen by regulators to pay for his defense against securities fraud charges. Spiegel, whose funds were frozen by the Office of Thrift Supervision, had challenged the order of a District Court judge who refused to force the OTS to release more of those assets so Spiegel could hire more expensive attorneys. But a panel of the U.S. 9th Circuit Court rejected Spiegel’s appeal of that order, finding that he should sue the OTS instead.
