World IN BRIEF : LIBYA : U.S. Seeks to Block Rocket Chemicals

The United States is trying to block a deal in which Russia, in search of hard currency, is attempting to sell rocket-fuel chemicals to Libya, the New York Times reported. A shipment, 80 tons of ammonium perchlorate made by a Moscow company, Pavoks, was seized after a tip from Washington that it was headed to Libya after passing through Ukraine.
