A summary of selected City Hall actions affecting Central Los Angeles in the past week. : CITY COUNCIL

* DANCING BAN UPHELD: Denied an appeal by owners of a nightclub at 4812 W. Adams Blvd. in the West Adams-Leimert Park area and upheld certain conditions imposed by the city zoning administrator. They include restrictions on the hours of operation, a ban on dancing and the hiring of security guards. Residents had complained about patrons making noise and causing disturbances and traffic congestion. The facility had been transformed from a restaurant without the proper city permits, officials said.

* HOUSING LOAN: Approved a proposal to loan $3 million to Educational Excellence for Children with Environmental Limits, a nonprofit Orange County-based organization, to help it construct an affordable-apartment complex in Los Angeles that features tutoring and educational programs. The 83-unit complex is to be built on a lot owned by the Community Redevelopment Agency at 9th Street and Grand Avenue in Downtown.

* HOMELESS ENCAMPMENT: Approved a proposal requesting that several city agencies and property owners cooperate in cleaning up a homeless encampment under the 4th Street Bridge, east of the intersection of Santa Fe Avenue and Mateo Street near Downtown. Property owners are to fence off the area off at their own expense. The city’s Homeless Assistance Unit is to help relocate the people living in the encampment.

* SEXUAL HARASSMENT: Approved a proposal to establish procedures for investigating sexual harassment and other personnel issues involving the staff of elected officials who are not hired through the civil service process. The office of the chief legislative analyst, the Personnel Department and the Commission on the Status of Women will prepare the policies, which are to be reviewed within 60 days by the council. Passed: 12-0. Voting yes: Richard Alatorre, Mike Hernandez, Nate Holden and Rita Walters. Absent: Mark Ridley-Thomas.

* BAPTIST CONVENTION: Approved contributing $35,000 to the annual Progressive National Baptist Convention, which is meeting this week at the Los Angeles Convention Center. Of the funds, $27,000 will be used to help pay the rent for the convention hall and other costs, and $8,000 will go to support the organization’s community outreach and youth development programs. Ridley-Thomas, who made the proposal, said the 2,500 conventioneers will pump millions of dollars into the local economy. Passed: 11-0. Voting yes: Alatorre, Hernandez, Holden, Ridley-Thomas and Walters.
