European Jobless Rate Up for Third Month: Unemployment stood at 10.4% for the third month in a row in August, still higher than the year-ago level of 9.4%, according to Eurostat, the European Community statistics organization. Eurostat’s monthly bulletin said the July figure had initially been put at 10.6% but was revised downward due to new data for Britain. Eurostat cited higher than average increases in unemployment since August, 1992, in Spain (21.2% in August this year, up from 18.1%), Belgium (9.5%, up from 8.3%), Germany (5.7%, up from 4.6%) and France (10.9%, up from 10%).
