Manila, IMF Advance on Economic Program: The government and the International Monetary Fund have agreed in principle to a three-year program to spur growth and help ease the country out of IMF stewardship, officials said. Both parties said they still must reach an accord on economic targets under the long-stalled program, which would give Manila about $650 million in fresh funds.
