ORANGE : Bus Driver Accuses School District of Bias

A bus driver for the Orange Unified School District has filed racial and sexual discrimination charges against the district with the state Department of Fair Employment and Housing.

Zacary Galvez, who has driven students in the district since 1991 and has been on unpaid leave since Sept. 18, said he was denied use of a district bus to take the test to renew his driver’s license. His complaint states that his supervisor has allowed two white female employees to use district buses for tests.

Galvez, 24, also alleged that he was blackballed in his attempts to rent buses from private companies.

“That is a cardinal sin,” said William Lokay, labor representative with the California School Employees Assn.

The Fair Employment Department has agreed to investigate.

Galvez, Lokay and Becky Mayers, president of the district chapter of CSEA, met Thursday with Jack Elsner, the district’s human resources administrator. Elsner said he could not discuss personnel issues, but he believes Galvez’s case can be resolved “in a satisfactory manner.”

Mayers said the union will not be satisfied until Galvez is reinstated with back pay.
