Orange County Cable Firm Ordered to Make Refunds: Thousands of cable-TV customers in Orange County will benefit from the largest federally ordered refund of cable service overcharges. The Federal Communications Commission said Dimension Cable Services, owned by Times Mirror Co., overcharged 107,000 subscribers for CNN, MTV, USA and other popular cable networks for six months. The total refund will be $1.2 million, plus interest, the FCC said, with the average refund projected at about $11.25. Tuesday’s rate decision is the seventh batch of rulings issued by the federal agency in the past month. Several thousand complaints from across the nation are still pending. Los Angeles-based Times Mirror, publisher of the Los Angeles Times, reached an agreement in June to sell Dimension Cable to Atlanta-based Cox Enterprises Inc. The sale is expected to close in January, 1995.
