Teamsters Sue to Deter Entry of Trucks: The union asked a federal court to block a new trade provision that it said would allow Mexican trucks to enter the United States without proof of compliance with U.S. safety regulations. The trucks, now limited to border areas of Texas, New Mexico, Arizona and California, would be allowed to go anywhere in the United States under provisions of the North American Free Trade Agreement that go into effect Monday. A Teamsters official said the union sought an emergency stay in the U.S. Circuit Court of Appeals that would delay implementation of Interstate Commerce Commission rules covering the scheduled cross-border trucking.
