Navy Sailor Charged With Connecticut Rape

GROTON, Conn. — A sailor at the Naval Submarine Base has been charged with raping a woman in Navy housing last weekend.
Dennis Foster, charged Wednesday by the Naval Criminal Investigative Service, is the fourth sailor to face sexual assault charges this month.
A military hearing will be scheduled next month for a panel to decide whether Foster, 21, should be court-martialed, Navy spokesman Lt. John Wallach said.
