Council to Consider Park Plans

The City Council tonight will hold preliminary discussions on whether to allow development of commercial recreation facilities at Sea Terrace Community Park in Monarch Beach.

In recent months, three developers have approached the city independently about establishing community recreational centers at the 26-acre park.

The proposals have included developing two 18-hole miniature golf courses, a roller hockey / sports complex and golf learning center with a driving range, putting course and clubhouse.

Located near the Dana Niguel Library and Pacific Coast Highway, the land originally had been set aside as a park with meandering trails, grassy meadows and cultural recreational facilities. To date, only 3.2 acres of the park have been so developed.

At the meeting, the council will discuss whether to leave the park as is, look to alternative uses or further study the proposed recreational plans.

Thomas Landolf of Laguna Niguel-based Landolf Development Inc., which proposed the golf center, said, “I think they ought to do something with the property. My proposal would be to put something on the property that would generate money for the city.”
