N.Y. Sets Vote for Seat in Congress

NEW YORK — Gov. George Pataki on Friday announced a special election to fill the vacant seat formerly held by Democratic Rep. Floyd H. Flake.
The election will be held Feb. 3. Flake, a minister, announced last year that he was stepping down from his congressional seat. He said he wanted to devote more time to his church.
