A 35-year-old man was found dead in his cell at the City Jail on Monday night, and his cellmate has been named the suspect, police said Tuesday.

Steven Bartlett of Anaheim, who was awaiting arraignment on narcotic possession charges, was found dead in his bed a little after 11 p.m. Monday during a routine check by jail personnel, police said.

Charles Boula, 20, of Anaheim, the only other occupant of the cell, will be charged with the killing, Lt. John Aradon said.

Boula was awaiting arraignment on felony aggravated assault, he said.

Sgt. Joe Vargas said Bartlett showed signs of having been in a struggle, and police suspect he died of strangulation. The results of an autopsy are pending.

Vargas said people held at the detention center are monitored on video every 15 minutes and in person by jail personnel every half-hour. He said the cells are not continuously monitored so that the arrestees have a degree of privacy.

Vargas said this is the first homicide at the detention facility in its 128-year history.
