FOUNTAIN VALLEY
The city will save $11.8 million over the next 18 years through a debt-refinancing plan approved recently by the City Council. The council voted to sell $24.3 million in bonds at an average rate of 4.45%, refunding a 1985 bond issue and taking advantage of the lowest interest rates in years.
