Some residents are complaining that efforts to revitalize Harbor Center are too noisy. Construction and demolition are scheduled to occur before a 14-foot-high masonry wall to buffer noise is built. But several neighbors spoke at this week’s City Council meeting, describing the construction noise as so unbearable that it has forced some residents to leave their homes. Construction on sound walls and a landscaped berm began last month and is expected to be completed in two to three weeks, said Scott Bell, ICI Development Co. president. Bell said workers are trying to keep construction as quiet as possible for neighbors.
