Rulers Step Up a Call to Arms

The government stepped up a mass conscription campaign as its troops battled UNITA rebels in an intensifying civil war. Notices in the national press called for all Angolan men ages 17 to 20 to register for military service. The ruling party also has openly invited the United Nations to pull out its observer mission when its mandate expires Feb. 26, a move that diplomats reckon would be welcomed by both sides as it would remove the last restraint to full-scale war.
