The City Council recently approved a raise for City Manager George Scarborough that is retroactive to July 1, 1998. Scarborough moved from assistant city manager to city manager in 1992 without a salary raise. At that time, the council was reducing city staff by 30% because of budget shortfalls. He was praised for not hiring another assistant city manager until 1996, saving the city more than $400,000. Scarborough, now on the fourth step of a five-step pay scale, will not be eligible for a final raise until February 2000.
