The City Council voted unanimously Tuesday to oppose an initiative that would block the construction of a $2.9-billion airport at the former El Toro Marine Corps base. Measure F would require two-thirds of registered voters to build projects including county airports, jails and landfills.
Councilman John Holmberg said public safety shouldn’t be placed in the hands of the voters.
