City officials are considering two proposals from companies that want to place advertising on Laguna Woods’ 20 bus shelters. One is from Eller Media, the world’s largest outdoor advertising company, which owns the shelters. The other is from Culver-Amherst.

The city now gets a flat fee of $80 a month for each shelter for allowing advertising in public rights of way, a total of nearly $20,000 annually. Phoenix, Ariz.-based Eller owns the shelters and is responsible for maintaining and cleaning them.

But City Council members last week adopted an ordinance aimed at regulating advertising on all bus shelters as a franchise. Doing so would provide a guaranteed amount of revenue for the city, City Manager Leslie Keane said.
