* General Motors Corp. will announce plans today to invest $1 billion to build a second new factory near Lansing, Mich., that would open in late 2003, an analyst and the state said. GM last week received $285 million in incentives from the state, Lansing and Delta Township to attract the new factory and keep 2,800 jobs. GM plans a factory that includes a vehicle assembly plant and a metal stamping plant to replace its Lansing assembly complex that builds the Oldsmobile Alero and Pontiac Grand Am. GM shares rose $1.63 to close at $64.44 on the NYSE.
