Public Works Deputy Chief to Head General Services
The county’s deputy director of public works has been appointed to head the General Services Agency, officials announced Tuesday.
Paul Ruffin, a 22-year Ventura County employee, fills the slot vacated by John Johnston, who ran the agency since 1998.
Last month, supervisors chose Johnston as the county’s chief administrative officer. Johnston began his new duties Monday.
As agency director, Ruffin will run the parks department and services, including maintenance, housekeeping and risk management. He will oversee 270 employees and a budget of $81 million.
Ruffin holds a bachelor’s degree in business administration from the University of Cincinnati and a master’s in business administration from Chapman University. He worked as a principal administrative analyst in the San Bernardino County chief administrator’s office and an auditor, management analyst and budget officer with the Air Force before moving to Ventura County.
Ruffin also has held county posts in the offices of the chief administrator and the auditor-controller.
Ruffin lives in Ventura with his wife, Sherri. They have two children and one grandson.
