A San Antonio Democratic city councilman was elected mayor, becoming the second Latino chosen to lead the nation’s ninth-largest city.

With 462 of the city’s 543 ballot boxes counted, Ed Garza, a 32-year-old Latino urban planner, had 54,842 votes, or 59.4%. Tim Bannwolf, a 39-year-old white attorney who is also a city councilman, had 26,175 votes, or 28.3%. Bannwolf, a Republican, conceded defeat.

No issues clearly divided the candidates. Observers said the deciding factor would be whether white or Latino voters had higher turnout.
