Former Junta Chief Wins Presidency

The candidate of Mali’s governing coalition acknowledged losing a runoff election, ceding the presidency to the former junta chief who led the West African nation to democracy.
With more than two-thirds of the votes counted, retired Gen. Amadou Toumani Toure held 68%, the Interior Ministry said.
Governing coalition candidate Soumaila Cisse, a wealthy former finance minister, held 32%.
“The victory of General [Toure] is clear-cut and irreversible,” Cisse’s campaign manager, Sy Kadiatou Sow, told reporters.
