U.S. Won’t File Charges in 2000 Police Shooting

U.S. authorities said they will not bring criminal civil rights charges in the New York police shooting of an unarmed black man three years ago when the department was under intense scrutiny for brutality and racism.

Patrick Dorismond’s killing by an undercover detective was the third shooting of an unarmed black man in 13 months.

U.S. Atty. James Comey said a review of the shooting determined that the evidence did not support criminal charges. He said such charges would require proof that the detective intended to use unreasonable force.
