After two days of closed meetings, Federal Aviation Administration officials and airline representatives failed to agree on a plan to relieve runway congestion at Chicago’s O’Hare International Airport. The talks are to continue today.

The FAA has threatened tighter restrictions on the number of planes flying in and out of the airport if a solution could not be reach voluntarily. Leaders from 16 airlines were called to Washington on Wednesday for the talks.

Delays at O’Hare, the nation’s busiest airport, have reach record levels this summer.
