Report Says General’s Speeches Violated Rules

Army Lt. Gen. William G. Boykin, a top-ranking intelligence officer, violated Pentagon rules by failing to properly clear speeches in which he described the war on terrorism as a Christian battle against Satan and should be disciplined, according to an inspector general’s report.
The investigation confirmed news accounts that in his speeches, Boykin had said that President Bush had been placed in his post by God and that the U.S. military was recruiting a spiritual army that would draw strength from a greater power to defeat its enemies.
