So the L.A. City Council proposes to ban driving while using a hand-held cellphone (Jan. 8).

I don’t see anyone enforcing all the other driver-safety notions -- like actually stopping at stop signs, using signals to indicate a turn or lane change, yielding to pedestrians in marked crosswalks, following posted speed limits, not racing through yellow traffic lights, etc.

If these standard rules of the road aren’t going to be enforced, how in the world does the City Council expect to enforce a new one?
