Where Money Flows
A Jan. 8 article praised the L.A. Department of Water and Power for giving $10 million to the Housing Department to help fund affordable housing. I just opened an e-mail with a notice of a special meeting of the City Council. The two items on the agenda relate to the DWP transferring $27 million in surplus water revenue and $150 million in surplus power revenue to the city reserve fund. All of this is occurring while the DWP is seeking to raise water rates 18% over the next two years.
