Overcharge Claims Sent to Government Utilities
California Atty. Gen. Bill Lockyer, three utilities and the Electricity Oversight Board said they had sent claims to government utilities seeking more than $1 billion in alleged overcharges from the 2000-01 energy crisis.
If the claims are rejected, lawsuits could follow, a Lockyer spokesman said.
The Federal Energy Regulatory Commission had determined that the Los Angeles Department of Water and Power and other government utilities had overcharged the state and Southern California Edison Co., Pacific Gas & Electric Co. and San Diego Gas & Electric Co. But a federal appeals court ruled FERC couldn’t force government utilities to repay overcharges.
