Re “Chronic Hunger Is a Growing Problem in California, Study Finds,” June 8: Food banks and homeless shelters are important, but they’re only a Band-Aid on the never-ending problem of poverty in America. Low-income families have few or no financial assets. They face hurdles trying to save.

One modest proposal is to establish KIDS Accounts for every child. Two bills in Congress would provide a government deposit of $500 to each child at birth. It would give children an opportunity to save that their parents may not have had. It’s a new approach to asset development and the opportunity to help lift millions of low-income children out of poverty.
