The Texas Department of Public Safety is appealing a ruling that blocks the enforcement of new rules preventing some immigrants from getting driver’s licenses and identification cards.
The state’s action allows the rules adopted last year to remain in effect.
A judge had ruled that the agency overstepped its authority when it required foreign nationals to have visas valid for more than a year when they apply for licenses or cards.
