NATIONAL BRIEFING / MARYLAND
Times Wire Reports
Four people killed when their helicopter crashed on a highway were returning from an event where they had given helicopter rides to raise money for troubled youth, authorities said.

But investigators could not say if weather was a factor, said Kitty Higgins, a National Transportation Safety Board member.
