Seven state and two federal officials were arrested and nine others were being sought on negligent homicide charges in a day-care fire that killed 47 children in northern Mexico.

Thirteen work for the Sonora state Finance Department, which operated an adjacent warehouse. Investigators say the fire may have been caused by a short circuit or overheating in the warehouse, which lacked fire alarms.

The federal attorney general’s office said two day-care coordinators employed by the federal Social Security Institute in Sonora were arrested and warrants issued for three others. The day-care center cared for children under a contract from the institute.
