Navy officer and NCIS agent charged in alleged bribery scheme

SAN DIEGO -- A Navy officer and a Naval Criminal Investigative Service agent were charged Tuesday with being part of a bribery scheme involving an executive of a Singapore-based marine services company.

Cmdr. Michael Vannak Khem Misiewicz and NCIS agent John Bertrand Beliveau II allegedly were given air travel, deluxe hotel accommodations and prostitutes in exchange for helping Leonard Francis, chief executive of the Singapore-based Glenn Defense Marine Asia Ltd.

Francis is also charged in the complaint unsealed in San Diego federal court.

Misiewicz and Beliveau allegedly provided inside information to Francis about the arrival of Navy ships in Singapore and other regional ports in order to assist Francis’ company in selling a variety of services to the Navy.

Services to the visiting ships included tugboat operations, security and transportation, trash removal, fuel and water.

Until recently, Misiewicz was deputy operations officer for the Navy’s 7th Fleet which gave him confidential information about the movement of Navy ships. He could also influence the timing and location of port visits, according to the U.S. attorney.

Beliveau also allegedly provided Francis with information about a criminal fraud investigation and ways to thwart it.

Misiewicz, 46, assigned to the U.S. Northern Command in Colorado Springs, Colo., was arrested Monday. He had been selected for promotion to captain.

Beliveau, 44, was arrested Monday in Quantico, Va. Francis, 58, was arrested Monday in San Diego.
